Education is among the surest pathways to upward mobility. Today, the rapid growth of charter schools and other forms of school choice—as well as advancements in online learning and career and technical education—offers more children and adults the chance to receive a quality education.

Since entering office in January 2015, Governor Charlie Baker of Massachusetts has emerged as one of America's most prominent education reformers. His vigorous efforts to, among others, raise Massachusetts' cap on charter schools—to be determined by referendum on November 8—have attracted the attention of education policymakers and commentators across the U.S.

"Our charter schools are the envy of the nation, delivering amazing results for over 40,000 kids here in the Commonwealth," declared Governor Baker before the state's legislature, "almost all of whom come from disadvantaged communities and underperforming school districts." Massachusetts now educates 40,200 students in 78 charter schools—yet 32,600 students languish on wait lists.
