What Is the Biggest Threat to the Black Community: Incarceration or Violent Crime?
If 1994 rates of violent crime had continued through 2014, some 15 million more violent crimes would have been committed against the black community. That includes over 330,000 rapes or sexual assaults and 129,000 homicides. There has been intense debate on the causes of the nationwide crime drop since President Clinton signed the 1994 crime bill.
