Andrew Grossman

Andrew Grossman is an adjunct fellow at the Manhattan Institute and partner in the Washington, D.C. office of BakerHostetler, where he leads the firm’s appellate and major motions practice. He has written widely on legal policy, the constitutional separation of powers, administrative law, and the First Amendment and is a frequent adviser to Congress and the executive branch on complex legal and policy issues. Grossman’s legal commentary has appeared in dozens of newspapers and periodicals, including the Wall Street Journal, USA Today, the Washington Post, and the Los Angeles Times, and he has provided legal commentary on national television and radio outlets. He has testified many times before the House and Senate judiciary committees. 

 

Prior to joining the Manhattan Institute, Grossman served as an adjunct scholar at the Cato Institute’s Robert A. Levy Center for Constitutional Studies and a fellow at the Heritage Foundation’s Meese Center for Legal and Judicial Studies. He is a senior legal fellow at the Buckeye Institute, where he litigates federalism and First Amendment cases, and is a member of the leadership of the Federalist Society. Grossman clerked for Judge Edith H. Jones on the U.S. Court of Appeals for the Fifth Circuit.
