Tamar Jacoby Senior Fellow, Manhattan Institute

As part of an ongoing series highlighting the growing consensus among pro-immigration conservatives, this forum will focus on the need to include enhanced enforcement as part of any immigration reform package. Presenters will address what kinds of enforcement measures would be most effective on the border and in the workplace and how enforcement complements other aspects of what is necessary to fix our immigration system.

James Carafano is a senior fellow at The Heritage Foundation. Mr. Carafano’s scholarship and research is on homeland security and national security issues.

Tamar Jacoby, a senior fellow at the Manhattan Institute who writes extensively on immigration, plays a leading role in organizing the center-right in favor of immigration reform.
