Who gets to be a banker? Who has access to credit? Who pays for bank bailouts and rescues? Why has the United States had 12 systemic banking crises since 1804 – and Canada has had none?

Charles Calomiris, coauthor with Stephen Haber of a new book that probes these difficult questions, will offer a revealing exploration of the way politics inevitably intrudes into bank regulation. The discussion will be led by Robert J. Samuelson.
