A New Social Contract: Reforming The Terms of Public Employment In America

State and city budgets across the United States are sagging under the weight of promises to public employees which governments have found they cannot afford. It’s a crisis that has led to stark choices: cuts in public services and even bankruptcy—or reform. The Manhattan Institute’s Center for State & Local Leadership will examine key questions the crisis has raised. Should public employees make more than private employees? How can pension and health benefits be fairly structured? Are there new ways for taxpayers to get the services that they deserve for the tax dollars that they spend? This important conference will focus on innovative answers being offered by leaders across the country who are laying the foundation for a new social contract between the taxpayer and the public sector. Prominent national pollster, Douglas E. Schoen, will also unveil the results of new nationwide polling commissioned for this conference.
