Amid all of its other tragedies, 2020 presented dual crises for public safety. Outrage over police killings and nationwide protests yet again called the police’s legitimacy into question. At the same time, homicides and shootings surged to highs not seen in decades.
Dallas was no exception. Protests joined a national movement against police brutality. Chief U. Reneé Hall, the city’s first Black female chief of police, resigned. And the city saw a 5% spike in violent crime compared with 2019, the second year of increases, and the most homicides in over 15 years.
