The Best and Worst States for Business
The average 2013 corporate tax rate for the five top states is 3 percent. For the bottom five states the average is 9 percent.
All but one (Alaska) of the best five states are right-to-work. None of the worst five are.
None of the top five states have a personal income tax. This allows them to attract the best workers since the average personal rate for the bottom five states is 8.75 percent.
The bottom three states, New York, New Jersey, and California, have average state and local tax rates of 12.8, 12.4, and 11.2 percent respectively.
